Description
This project aims to appoint a new provider to deliver training to independent Chairs of Domestic Homicide Reviews (DHRs). A DHR is an opportunity for national and local agencies, local communities, and society to pay attention to each individual domestic homicide (DH) victim and to treat every fatality as preventable. DHRs were legislated for via the Domestic Violence, Crime and Victims Act 2004 (DVCVA), and in 2016 the Government updated guidance to direct DHRs in instances 'where a victim took their own life (suicide), and the circumstances give rise to concern'. The Government set out its' intention to reform the DHR process as part of a wider package of work to reduce DH in the Tackling Domestic Abuse Plan 2022. The reform programme has multiple workstreams, including creating structures to drive systematic change across Government; creating an oversight mechanism for DHRs; refreshing the statutory guidance; and implementing mandatory training for DHR Chairs. Chairing a DHR requires a high-level of skill as it involves navigating local agencies and stakeholders, engaging with the family and friends of victims of domestic homicide and a working knowledge of domestic abuse. The DHR Chair is responsible for coordinating the review and compiling the final report. Implementing comprehensive training for DHR Chairs will ensure they know how to conduct a DHR and can identify recommendations that will improve the safety of domestic abuse (DA) victims and ultimately prevent further deaths. This service is essential for meeting the government's commitments under Tackling Domestic Plan 2022. For the training service to be designed and delivered effectively the provider is required to have an in-depth knowledge of DA and/or DH. The training service will be delivered in England and Wales. This service is required from December 2023 and any resultant contract will be placed for an initial 16 month period with the option to extend for 1 + 1 additional years. Route to market To conduct the procurement of DHR Chairs training service, the Home Office has selected the Crown Commercial Services Learning & Training Services Dynamic Purchasing System (RM6219) Framework Agreement.

To participate in the procurement process suppliers must be a registered supplier on Crown Commercial Services Learning & Training Services Dynamic Purchasing System (RM6219) Framework Agreement. If you are not currently registered as a supplier and are interested in participating in the procurement process, please follow the attached guidance document on how to register as a supplier on the RM6219 Dynamic Purchasing System (DPS). The procurement is expected to take place between 1 September 2023 - 30 November 2023. Estimated lead times for registration onto the RM6219 DPS is between 3 to 6 weeks. Please ensure you allow sufficient time for your registration to be processed prior to procurement process. PLEASE SEE ATTACHMENT FOR FULL DETAILS Overview of procurement process Stage 1 - Home Office will apply filters on the DPS to form a longlist of suppliers. (Please note we cannot guarantee that all suppliers interested will be returned on the longlist). Stage 2 - Capability Assessment - A capability assessment document will be issued to longlisted to suppliers. It will ask a range of Yes / No questions to ascertain previous experience in delivering similar services to form a final shortlist. Stage 3 - Invitation to Tender (ITT) - Tender Stage - the remaining suppliers will be invited to submit formal tenders.
