Description

Nottingham City Council (hereafter ‘the Authority’) together on behalf of the Local Commissioning Partnership is seeking suitably experienced and qualified providers to establish a multiple provider framework for domestic and sexual violence and abuse & violence against women and girls. Preferred Providers will be appointed to and awarded a Framework Agreement(s) for each Lot, which the Authority will use to enter into call-off contracts, as they are required, to meet the Authority’s assessed needs. Services have been classified into Lots, as below, each with an additional specification outlining further detailed requirements. Providers will apply to be registered on the procurement framework against the Lot(s) of their choice. Services will then be called off from the Lots with exacting details: 1 Specialist DSVA Prevention and Early Intervention Services 2 Specialist DSVA Community Based Services 3 Specialist Children and Young Peoples DSVA Services 4 Specialist DSVA Therapeutic Services 5 Specialist DSVA Accommodation Based Services

Lot Division

1 Specialist DSVA Prevention and Early Intervention Services
  • Value: £6M

To develop, deliver & promote training programmes, seminars and briefings for professionals and communities, identified by the service and by commissioners across Nottingham. To develop a strategy that incorporates the delivery & promotion of media communication and campaigns on the prevention of DSVA/VAWG across Nottingham and social media, including in partnership with the DSVA/VAWG and statutory sector. To develop, deliver & promote good practice, toolkits & resources, research, policy and procedures including through a website library across Nottingham, including in partnership. To develop, deliver & promote accessible healthy relationship & DSVA/VAWG prevention programmes for communities, including in partnership. To develop, deliver and promote accessible healthy relationships and prevention programmes for children and young people in schools and youth settings as outlined, including in partnership. To develop, deliver and promote healthy relationships and prevention programmes for targeted groups of children and young people in schools and youth settings as outlined, including in partnership. To undertake, including in partnership, evaluation and research into DSVA/VAWG.

2 Specialist DSVA Community Based Services

To deliver the highest quality support to survivors of domestic violence and abuse aged 16 and over, enabling them to build resilience and lead safe, fulfilled and autonomous lives free from domestic and sexual violence and abuse To ensure a coordinated community approach to DSVA in Nottingham provide an integrated and seamless service for survivors within local referral routes, pathways and multi-agency structures. To work in partnership with commissioned specialist DSVA services in Nottingham (including perpetrator services). To work in partnership with other services in the framework, including Prevention, Childrens Services, Accommodation Based Services and Therapeutic Services to ensure survivors and children are supported and perpetrators held to account.

3 Specialist Children and Young Peoples DSVA Services

To work with children and young people referred into service alongside their safe parent or where there is historic DSVA. Or where young people are referred into service in their own right with intimate partner abuse, forced marriage, honour based abuse, FGM or as a survivor of other multiple perpetration. Children and young survivors will be referred into service from existing pathways and referrals routes and partner agencies. An appropriate Domestic Abuse Stalking and Harassment Risk Indicator Checklist (DASH RIC) or equivalent will inform the level of risk for young survivors of DSVA in their own intimate relationships, and a needs assessment will also be undertaken. To prioritise child and young survivors with high risk and high need for direct support, but to ensure all child and young survivors at all levels of risk and need are able to access programmes/ services. To work inclusively with child / young survivors and to strenuously avoid exclusion from the service or programme where possible. It is appreciated that there may be safety concerns, or that a child may not manage on a programme and a flexible approach will be the response in that situation. For each child or young person to have one support worker throughout the time the survivor is accessing support where possible. To empower children and young survivors, recognising that they may have their own priorities, whilst the service focuses on their needs.

4 Specialist DSVA Therapeutic Services

To work flexibly with adult survivors over 18 in Nottingham City at all levels of risk and need, prioritising those survivors who will benefit from a therapeutic approach. Survivors will be referred into service from existing referral pathways and referral routes and partner agencies. The Domestic Abuse Stalking and Harassment Risk Indicator Checklist (DASH RIC) form or equivalent will inform the level of risk. An assessment of need will also need to be undertaken. This Service will support children and young people up to 18 (with some flexibility thereafter) requiring therapeutic support referred from refuges in Nottingham, the Sanctuary Scheme and specialist Community Based DSVA Services and the 24 hour free phone helpline. To have the policies and protocols in place to assess referrals to ensure that perpetrators and inappropriate referrals are referred elsewhere to ensure the safety of survivors, the workforce and organisation. To have robust policies and protocols in place to manage risks associated with self harming behaviours and suicidality for the benefit of survivors, workforce and the service. For one therapist to support a survivor throughout the time that the survivor is accessing support to avoid referral on within the service and to avoid where possible the re-telling of the survivors story. To avoid exclusions from the service unless there are safety concerns. To deliver a specialist therapeutic service for adult survivors over 18. To deliver a specialist therapeutic service (including creative arts) for children and young people up to 18 (with some flexibility). To focus on survivor empowerment and work to their priorities, recognising that they are the expert in their experience. Whilst being aware that they may not recognise the level of risk that the perpetrator presents and thus minimise or deny professionals concerns.

5 Specialist DSVA Accommodation Based Services

To deliver the highest quality support to women, men and other genders who are survivors of domestic violence and abuse aged 16 and over, enabling them to build resilience and lead safe, fulfilled and autonomous lives in recovery and free from domestic and sexual violence and abuse. To recognise that children are survivors in their own right under the DA Act 2021 and to deliver the highest quality support to child & young survivors of domestic violence and abuse aged under 16 years, enabling them to build resilience and lead safe, fulfilled and autonomous lives in recovery and free from domestic and sexual violence and abuse. To provide services for women, men and other genders, child and young survivors which will enable them to understand DSVA & its impact on themselves, their child or safe parent, the perpetrator, their friends and family & professionals working with the family and all of those relationships and to support their recovery from the abuse. To ensure a coordinated community approach to DSVA in Nottingham provide an integrated and seamless service for survivors within local referral routes, pathways and multi-agency structures.
