Description
Forestry and Land Scotland (FLS) has a requirement to procure a number of different surveys to meet our requirement to manage the national forest estate. Survey requirements procured through this Framework may include: - Production and Attribute - Drone Surveys (Standard, Thermal and Specialist) - Stocking Density Assessment - Strategic Walkthrough and Regeneration Establishment (non-SDA) - Hylobius Surveys - Deer Dung Count - Rhododendron Surveys - LiDAR Calibration Surveys - Peatland Depth Survey - Peatland Restoration Monitoring Surveys - Peatland Code Surveys This Framework is split into 29 Lots based on survey type. The Framework term is four (4) years with no option to extend.

Lot Description: Drone Surveys Wildlife Requirements: Capture and interpretation of thermal imagery over specific areas to ascertain minimum counts of mammal species and/or other wildlife. Award Criteria

Lot Description: LiDAR Calibration Survey Requirements: Calibrate and validate data derived from LiDAR, requirements also include carbon capture and other specific surveys that require diameter, species and height according to individual stems where the species varies to that from production and attribute surveys. Lot Description: Peatland Depth Survey Requirements: Gathering of peat depth data for project areas that will be restored, to ensure compliance with Peatland Action terms and conditions and the survey methodology required. Award Criteria

Lot Description: Peatland Restoration Monitoring Survey Requirements: Monitoring of all ongoing peatland restoration projects. Quadrat survey is established and repeated to ascertain a trend in the process of restoration. Award Criteria

29 | Peatland Code Survey
Lot Description: Peatland Code Survey Requirements: All eligible peatland restoration projects will be registered to the Peatland Code, and will need to be surveyed according to the latest published version of the IUCN UK Peatland Code Field Protocol and guidance. These surveys will provide outputs required for Peatland Code validation and verification. Award Criteria

For more information see: http://www.publiccontractsscotland.gov.uk/info/InfoCentre.aspx?ID=2343 The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: It will be encouraged for prime contractors to advertise sub-contracting opportunities via PCS, however it will not be mandated as use of PCS to advertise sub-contracting opportunities is not intended to cut across supply chain arrangements that the prime contractor may already have in place. The PIN responses and sub-contracting pattern have evidenced an established sub-contracting network. Whilst it does represent best practice, use of PCS in this instance is unlikely to add any additional value and may delay mobilisation. The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason: Due to the value of each of the lots being fairly low with a maximum lot value of 600K GBP and due to the variety of surveys included within the framework it is not expected any supplier will tender for more than half the number of surveys, it is expected that due to volumes of work the majority of suppliers within each lot will be used. Therefore, no supplier will be delivering a significant % of the overall framework value as such community benefits have not been included in this tender. (SC Ref:741768)
