Legal Justification
This is a voluntary ex ante transparency notice (VEAT). This notice is to indicate that the Heriot-Watt University intends to contract with Park Systems UK Limited for an Atomic Force Microscope System. A scoping exercise was conducted by research team within the University`s School of Engineering & Physiscal Sciences with findings drawn that the Atomic Force Microscope System from Park Systems UK Limited meets all of the specification of requirements to enable the research to be conducted. The Atomic Force Microscope System will be used for small and medium size samples, consisting of flexure-guided XY scanner, standard FX AFM head with decoupled flexure-guided Z scanner, multi snap-in sample chuck, motorized XY stage, motorized Z stage, automated probe exchange, motorized optic stage, motorized focus stage, direct on-axis optics, AFM Controller, SmartScanTM software, XEI software, computer with dual monitors and accessories. On-site training for 3 days prior to instrument delivery, all shipping and handling and a further 3 day on-site installation and user training plus 5 year warranty. The system has unique fully automated cantilever and laser alignment and automated tip loading and exchange routine. High precision motorised stage (10.4 cm x 4 cm travel range) and unique StepScan automation module. High resolution 5.1 MPixel camera with 840 µm x 630 µm field of view. A linear and orthogonal XY-scanner. Unique tip crash prevention technology and is fully compatible with Python scripting. There are no other suppliers available in the market to supply this type of equipment in the form factor required. The principal purpose of the contract is to acquire goods in connection with research undertaken by the University.

Heriot-Watt University will incorporate a standstill period at the point information on the award of the contract is communicated to suppliers by means of this VEAT notice.
