Legal Justification

The Department for Transport intends to award the contract without a call for competition in accordance with the Public Contract Regulations 2015 ((32.2(b) ii and 32.5 (b)). No additional scope is intended. The contract duration is expected to be September 2023 to mid 2025. The existing contract has been delayed and modified due to UK covid restrictions.
