Other Information

The estimated value in II.2.6) above includes; contract period of 2 years, plus an option to extend for 36 x 1 month periods (3 years). The value also includes a potential increase in services of 20%. Please note this Tender is the reopening of the Dynamic Framework Agreement (DFA) original Tender number 3078797. In accordance with its terms and conditions the DFA is now being reopened for new entrants to be admitted under the same requirements as the original tender exercise. Providers currently awarded to DFA 3078797, DFA 3178204, DFA 3833460 and / or the reopening DFA 4306500 should not respond to this opportunity, this is for new entrants/ providers only. Social care services such as the provision of Primary Care Talking Therapies are classified under the Public Contracts Regulations as social and other specific services and fall within those services listed in Schedule 3 to the Public Contracts Regulations. This tender is therefore subject to the provisions of section 7 of the Public Contracts Regulations otherwise known as the ‘Light Touch Regime’. As such, New Entrants have been allowed to apply to join the DFA on an annual basis. PLEASE NOTE: This opening (October / November 2023) will be the last opening of the DFA. The DFA will not be re-opened for New Entrants in 2024 or 2025. The DFA’s provision for a 12 month extension option until 31st December 2025 is still applicable (subject to BHSCT approval). Providers/applicants seeking admission as a new entrant to the DFA for this reopening will be required to complete the same process as the original competition to ensure equal treatment and transparency. In section I.2), it is stated that this procurement is a joint procurement. This is not a joint procurement it is operated by BSO PaLS on behalf of the Belfast Health and Social Care Trust.
