Description

West Yorkshire Combined Authority have a requirement to procure the provision of services and goods related to engaging people in active travel activity and providing support for people to walk, cycle, wheel and scoot as part of everyday journeys. We are looking to procure the provision of cycling and walking engagement services and goods that will support the delivery of this programme across an initial period of 3 years. The projects included in the procurement include: Lot 1 – Inclusive cycling Lot 2 – Bikes and Accessories Lot 3 – Walking engagement for businesses Lot 4 – Walking engagement for schools Lot 5 – Bike Friendly Schools Lot 6 -Bike & Scooter Parking in Schools Lot 7 - Early Years Active Travel The overall budget for this programme is £2.637,000 across 4 years

1 Active Travel Behaviour Change Activity and Support

1 Inclusive Cycling
  • Value: £300K

We are looking to commission an organisation to co-ordinate inclusive cycling provision across West Yorkshire, which covers the local authority areas of Bradford, Calderdale, Kirklees, Leeds and Wakefield, leading to a consistent and comprehensive regional inclusive cycling offer, that anyone can access regardless of ability, fitness, age, and physical or mental impairment. This will be a 4 year long project, which will initially be awarded for a year, with 3 optional 12 month extensions

2 Bikes and Accessories
  • Value: £247K

We are looking for an organisation to supply, build and deliver bicycles and accessory packs to selected participants of our West Yorkshire Adult Cycle Training programme and our Cycle for Health programme. The initial requirement is for a supplier to deliver a minimum of 100 bikes and accessory packs in Year 1. We also require indicative costs for supply, build and delivery of bikes and accessory packs (180 per year) for a further 3 years if the contract is extended

3 Walking Support for Businesses

We are looking to commission an external organisation to engage with target employers across West Yorkshire to enable more journeys to be made on foot, either as part of a regular commute, or trips made during the working day.

4 Walking Support for Schools
  • Value: £360K

We are looking to work with a delivery organisation who can support us to engage with target schools across West Yorkshire to enable more journeys to be made on foot. The successful delivery organisation must be able to demonstrate a thorough understanding of the requirements and give confidence in their capability in working and engaging with young people, children or adults in an activity based setting to drive behaviour change.

5 Bike Friendly Schools
  • Value: £290K

We are looking to work with an external organisation who can build on existing, and develop new, relationships with target schools across West Yorkshire and Local Authority contacts to coordinate and deliver cycling activity to pupils early in their educational setting. This project will work in parallel with the national Bikeability training programme, functioning as a feeder into schools that are delivering the Bikeability training across West Yorkshire.

6 Bike & Scooter Parking in schools
  • Value: £795K

We are looking to appoint a cycle and scooter storage provider to supply schools with secure cycle and scooter storage facilities. We may also require installations at other sites, such as (but not limited to) community centres, leisure centres, higher and further education sites etc. Whilst the primary focus is on pupil and student facilities, we may also require facilities that can accommodate staff bikes.

7 Early Years Active Travel
  • Value: £360K

The objective of the project is to deliver targeted engagement in an early years setting to enable people using this service (children of a pre-school age and accompanying parent or carer, as well as staff providing care) to make more journeys actively, with a particular focus on travel by foot. The ability to support more journeys by other modes, particularly scooting, would be advantageous.
