Description
Derbyshire Dales District Council, with its project partners Amber Valley Borough Council and Erewash Borough Council, is out to tender for a supplier to undertake a planned programme of housing inspections (against the requirements of the Housing Health and Safety Rating System and the Decent Homes Standard) and landlord and tenant engagement relating to the Private Rented Housing sector across the three Local Authorities. This project follows work undertaken by the Department for Levelling Up, Housing and Communities (DLUHC) relating to statistical modelling to estimate non-decent dwellings at Local Authority level.
Total Quantity or Scope
Derbyshire Dales District Council, with its project partners Amber Valley Borough Council and Erewash Borough Council, have awarded a contract following an open tender procedure for a planned programme of housing inspections (against the requirements of the Housing Health and Safety Rating System and the Decent Homes Standard) and landlord and tenant engagement relating to the Private Rented Housing sector across the three Local Authorities. This contract follows work undertaken by the Department for Levelling Up, Housing and Communities (DLUHC) relating to statistical modelling to estimate non-decent dwellings at Local Authority level. The Local Authorities have appointed the Supplier to undertake a planned programme of landlord and tenant engagement, a series of housing inspections against the requirements of the Housing Health and Safety Rating System and the Decent Homes Standard, to engage with and refer into assistance schemes such as Homes Upgrade Grants, to undertake suitable forms of pre-enforcement activity on behalf of the participating Local Authorities and to monitor the effectiveness of those enforcement and referral activities. It is anticipated that circa 3,375 inspections will be undertaken across the 3 local authority areas, over the course of 2023/24 and 2024/25. The expectation is that this work will continue from the inception of the project to 31 March 2025 and that it will be concluded with the submission of a suitably detailed report setting out the findings and outcomes of the project.
