Description

Integrated Youth Support Service: One Entity, Four Hubs 10-19 years and up to 25 for care leavers and those with Special Education Need and Disabilities (SEND), specifically an Education, Health, and Care Plan (EHCP) The Youth Sector in Gloucestershire is a diverse landscape made-up of a rich and varied range of youth and community organisations, with Council run services, professional youth workers and volunteers. The new Integrated Youth Support Service (IYSS) model seeks to build on and complement this, ensuring at risk young people have somewhere to go, something to do and someone to talk to outside of school. It will focus on addressing disadvantage and inequality by delivering statutory and wider functions, including responsive, detached, assertive outreach, ensuring that our most at risk groups are supported to achieve positive outcomes. The delivery of the Integrated Youth Support Service model will also underpin the incremental development of a Family Hub model for the county. The Council is seeking to provide a high-quality service which is accessible and inclusive for all Children and Young People aged 0-19, and up to 25 years, if they have SEND focusing on those with an EHCP or are a care leaver in Gloucestershire. In recognition of the fact that this is an evolving programme requiring flexibility to maximise the growing working relationships between the Children and Family Centres and the Integrated Youth Support Service, the Authority are looking to work in a more collaborative way to deliver the best outcomes for all Children and Young People. All Providers we use for this new contract must demonstrate their ability to work in inclusive, innovative, and collaborative ways both in terms of developing the integrated approach to the Youth Support Service. The Youth Support Service will operate through a ‘hub and spoke model’ with a strong presence in each local area. A core Specialist Hub will deliver statutory support services, as outlined on pages 10 and 11, across the County, including targeted outreach. The Locality Hubs and Core Specialist Hub will work together to provide timely and effective interventions for young people as early as possible. This will include connecting young people into existing community offers. The initial contract will be awarded for 5 years from 1st July 2024 to end 30th June 2029 with option to extend of up to 2 years. The contract will be commissioned in four Lots: Lot 1: Specialist Services - Centrally based but delivering core specialist statutory Youth Support to the identified priority groups. Lot 2: Gloucester and Forest of Dean - Delivering statutory and preventative Youth Support in the locality Lot 3: Stroud and Cotswolds - Delivering statutory and preventative Youth Support in the locality Lot 4: Cheltenham and Tewkesbury - Delivering statutory and preventative Youth Support in the locality We expect potential providers to meet a number of minimum standards; these are detailed in the ITT.

Lot 1 Info Core specialist Provider (lot 1) Delivering statutory services and specialist services with young people in priority groups via local outreach Fulfilling specific statutory and specialist responsibilities. Work closely with locality services to ensure that young people in high priority groups are identified, engaged, and supported to achieve positive outcomes. Also ensure a seamless interface between respective provision and share insight and data to inform needs led approach. Supporting strategic development of services for young people The Provider will advocate for the needs of young people through participation in strategic forums including Children’s and Young People’s Partnership Boards, the Corporate Parenting Group, and several key countywide partnerships and boards as deemed appropriate. The current relevant model is outlined on page 10. Connecting up the system for young people – the Provider/s will have a key role in supporting young people to navigate the system and access effective support, with a great emphasis place on transitioning to adult services as and when required. Strengthening the voice of young people – the Provider/s will strengthen the voice of young people within the wider system, ensuring that young people are co-production partners and have influence over the services and support available for them. Contributing to shared health and education outcomes across prevention and early intervention for young people and strengthen the Early Help and safeguarding system.

Providers will develop a bespoke youth offer in response to local need, focused on preventative and early help work. As the locality service becomes established, it will work with the community to find appropriate spaces for additional delivery points or ‘spokes’. Locality Provider/s will work collaboratively with the core Provider to ensure a seamless interface between respective provision and share insight and data to inform needs led approach. Building community capacity – the Provider/s will work with young people and VCFS organisations to identify strengths/gaps/barriers in the support available and work with the wider community through co-production to address needs and aspirations, including developing volunteering opportunities. This will support the development of a stronger universal and early intervention offer. The Provider/s will advocate for the needs of young people through participation in locality-based forums, boards and partnerships as deemed appropriate. Connecting up the system for young people – the Provider/s will have a key role in supporting young people to navigate the system and access effective support, with a great emphasis place on transitioning to adult services as and when required.
