Description

The purpose of the Disembarkation and SOLAS centre at Western Jet Foil and the National Reception Centre at Manston are to register and process individuals arriving in the UK on small boats from across the English Channel. The aim of these centres is to provide a safe and secure environment, allowing Border Force to process arrivals with dignity and respect. The Home Office is currently transforming the site at Manston to establish permanent, purpose-built facilities, coordinated by the Manston Transformation Programme. The Programme is looking for partner(s) to deliver a suitable operation and wrap around services for the operations at Western Jet Foil and Manston, plus Medical Services, for an initial term of 6 years with an option to extend for an additional 2 x 24 month periods. The value of this PIN is for the initial term of 6 years. The content of this PIN, including the nature of works, services and estimated value, may be subject to change.

Lot Division

1 Manston NRC – Operator Services

The Authority seeks a commercial partner to provide operation and wrap around services at the National Reception Centre (NRC). Services may include: (a) Overall management of services (b) Staffing of custodial facilities (c) Security & guarding services (d) Cleaning services; (e) Welfare services and well-being; (f) Catering; and (g) Escorting services around the site. Services may be subject to change. The potential length of contract will be 6 years from service commencement, with options to extend, for up to 2 x 24 month periods. The content of this PIN, including the nature of works, services and estimated value, may be the subject to change.

2 Disembarkation and SOLAS (Saving of Lives at Sea) centre – Western Jet Foil (Dover)

The Authority seeks a commercial partner to provide operation and wrap around services at Western Jet Foil, Dover, where arrivals disembark, are provided with a medical check (not included in this Lot) and are registered for processing. These services may include: (a) Overall management of services (b) Security & guarding services (c) General security services; (d) Welfare services and well-being; (e) Catering; and (f) Escorting services around the site, and external (Local escorting and hospital bed watches). Services may be subject to change. The potential length of contract will be 6 years from service commencement, with options to extend, for up to a further 2 x 24 month periods. 3 Medical Services

The Authority seeks a commercial partner to provide medical services primarily at the National Reception Centre in Manston and Disembarkation and SOLAS centre in Western Jet Foil, Dover. Services may include : (a) Healthcare Services may be subject to change. The potential length of contract will be 6 years from service commencement, with options to extend, for up to a further 2 x 24 month periods. • An Industry Day is planned to be hosted for interested Suppliers on Monday 8th January 2024 (subject to change). This Industry Day will be held in site in Manston, Kent. Further details for the Industry Day to follow upon receipt of a signed NDA. • The deadline for registering interest for this PIN will be Friday 2nd February 2024. 1. To express an interest, participants must first be registered on the Home Office eSourcing Suite. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering and who will be entering into a contract if invited to do so. 2. The contract falls under Regulation 74 of Public Sector Contract Regulations 2015 and Schedule 3 to the Public Contracts Regulations 2015. As a result, the Authority has determined the procurement procedure that is being followed. The Authority will ensure that the procurement procedure is at least sufficient to ensure compliance with the principles of transparency and equal treatment of Bidders.
