Description

This tender opportunity is for core support at three different Supported Living Schemes via the Open Procedure under the Light Touch Regime These scheme based supported living services will provide 24/7 on-site presence by support staff, including waking nights, to ensure that the scheme is secure, safe and provides emergency care, advice, help, support, and group development activities for tenants who live in the scheme. There are three lots to the tender and providers will be asked to clarify which tender they will be applying for as part of the tender documentation (either one or all of the lots). A provider will be awarded for each lot and a single provider could be awarded all 3 lots. Providers will need to be accredited or have evidenced they have applied for the Specialist Provider Framework as a pre-requisite for this tender. The contract will be for an initial 5 years with the option of 2 x 12 month extension to the contract. If fully utilised the total contract term would be 7 years.

Lot Division

1 Contract for the provision of Scheme Based Supported Living at 98 Gloucester Road North, Filton

An existing supported living scheme of 9 self-contained flats with the provision of on-site support 24/7. The council has 100% nomination rights for this scheme. Core Support will consist of one support worker during the day (07.00 to 23.00) and one support worker at night (23.00 to 07.00). Individuals living at this scheme have long term ongoing tenancies and receive additional 1 to 1 support dependent on their needs on top of the core support.

2 Contract for the provision of Scheme Based Supported Living at Blackhorse House, Downend

This existing supported living scheme has 6 bedrooms with communal kitchen, bathroom and living facilities. There is on-site support 24/7. The council has 100% nomination rights for this scheme. Core Support will consist of one support worker during the day (07.00 to 23.00) and one support worker at night (23.00 to 07.00). This is a transitional scheme that supports individuals onto greater independence and move onto into more independent living. Tenancies here are usually for up to 2 years, individuals receive their 1 to 1 support dependent on their needs on top of the core support. The Core Support provider would be expected to work closely with the Landlord (LiveWest), 1 to 1 support and social work teams to support individuals to achieve their outcomes.

3 Contract for the provision of Scheme Based Supported Living at Hornbeam Close, Bradley Stoke

Brand new scheme which will accommodate people with learning difficulties. The scheme provides 11 self-contained flats, South Gloucestershire Council will have 100% nomination rights for the flats for first lets and 75% rights thereafter, with the landlord (LiveWest) having 25% nomination rights. Indemnity agreement in perpetuity after a void period of 12 weeks (subject to conditions). Initial lettings and subsequent lettings will be on the basis of maintaining an approximate 60% medium/low needs and 40% high needs balance across the scheme. A nominations panel will consider all eligible applications. Core Support will consist of two support workers during the day (07.00 to 23.00) and one support worker at night (23.00 to 07.00). Although this may change depending on the individuals moving into the scheme. Build completion is due to take place in September to October 2024. Core Support Contract will start following confirmation that the scheme is ready to be open for lets. The Core Support will work with the identified one to one support and their social work teams to support the individuals to achieve outcomes set.
