The Home Office is continuing its early market engagement ahead of a formal procurement to put in place a new, successor contract to support and enhance its Cyclamen capability. Alongside this PIN, the Home Office is publishing new documents on the Jaggaer portal including a Draft Statement Of Requirements and Draft Transition Approach. As part of early market engagement, Home Office is hosting an in-person Supplier Networking Event on Friday 9 February 2024. The event will be held at 2 Marsham St, London, SW1P 4DF between 13:00-17:00. Interested potential suppliers should visit the Home Office's eSourcing portal (Jaggaer) and look for: "PQQ_345 01 - Future Cyclamen: Non-Disclosure Agreement (NDA) for Early Market Engagement". You should complete and submit the NDA following which we will invite your organisation to the Jaggaer site that contains our Early Market Engagement documentation with more details about the Authority's requirements and how to participate. Please note if your organisation previously completed an NDA, you should already have access to site: PQQ_347 02 - Future Cyclamen: Early Market Engagement. There is no requirement for you to complete a new NDA at this stage. Background to this Future Opportunity The future contract will be for service and maintenance of Fixed and Non-Fixed Radiological and Nuclear (RN) Detection equipment in support of Cyclamen, including the IT platform and infrastructure. It may also include some provision to enable potential supply of hardware and associated software. Cyclamen is the UK's RN border detection system, a critical capability in the armoury protecting the UK border, and is an important feature of CONTEST, the Government's counter terrorism strategy. It is a joint Office for Security and Counter Terrorism (OSCT) and Border Force initiative: OSCT (part of Homeland Security Group) owns the policy and risk, whilst Border Force operates the capability. Homeland Security Group (HSG) and Border Force (BF) are divisions of the Authority. Please note this is not a call for competition but ongoing early market engagement.

Other Information

The Authority's high level business outcomes and requirements are summarised below: • Provide service and maintenance to the current deployed live RN detection capability at ports and airports, around the UK and one site in northern France, including all associated IT infrastructure, both cloud-based and physical. • Work with other key suppliers and subject matter experts including the Atomic Weapons Establishment (AWE) in the testing, calibration and integration of new and existing components within the solution and any changes discovered through the continuous improvement process. • The complex nature of the solution means that there will be a number of stakeholders in addition to the Home Office that the supplier would be expected to work with in the execution of the Cyclamen Service. The new supplier may also be required to procure hardware and associated software on behalf of the authority. • A current test facility exists used by the incumbent supplier, Home Office and other key stakeholders and is employed for the purpose of testing, integration and storage. Work is ongoing to look at the arrangements and processes for running the site but there will be a need for the supplier to use the dedicated facility for testing purposes.
