1 | Service 1: NHS Talking Therapies Service – Suffolk Prisons NHS Talking Therapies Service – Suffolk Prisons (HMP Highpoint, HMP Warren Hill and HMP Hollesley Bay)This Prior Information Notice (PIN) serves to inform the market of provider organisations in the field of mental health, well-being and talking therapy services, that NHSE East of England Health and Justice are looking to procure in the future an NHS Talking Therapies service.It is planned that the proposed procurement will contain one lot.The service shall provide prison orientated, evidence-based psychological therapies to prisoners in the three Suffolk prisons with 'common' mental health problems - aligned to the NHS Talking Therapies Manual (2023) (formerly known as Improving Access to Psychological Therapies (IAPT).The service shall be flexible and responsive to the population needs and operate a bio- psychosocial model of care; taking an individual's needs into consideration to plan holistic and integrated interventions to improve wellbeing. The service will work closely with the other prison healthcare providers (primary healthcare, mental health, and psychosocial substance misuse) and the Integrated Care System (ICS) to ensure this is implemented effectively. This shall include a tiered approach to support, dependent on need, employing warm handovers and single trusted assessments to other services which can support people's mental health and wider determinants of wellbeing.ScopeThe service will take a 'needs led' approach, such that prisoners with needs that can be met by the service should be offered and engaged with it. Further to this, the service will proactively engage with prisoner population groups where there are recognised risks, low rates of engagement or health inequalities. The service shall also offer opportunities for all who access the service to be involved in participation forums to facilitate co-production and service user involvement with service improvement projects. |
2 | Service 2: L&D, MHTR and RECONNECT Non-Custodial services - Liaison and Diversion, Mental Health Treatment Requirements and RECONNECT ServiceNHS England (East of England) is looking to commission high quality, efficient, sustainable and cost-effective Liaison and Diversion (L&D), Mental Health treatment Requirements (MHTR) and Regional RECONNECT Services for the patients in East of England. Current contractual arrangements are due to expire on 31/03/2025 and the Commissioners is looking to commission the services as follows:Lot 1 – Bedfordshire, Luton and Milton Keynes L&D and the provision of MHTR in Bedfordshire (MK MHTR TBC) Lot 2 – Cambridgeshire and Peterborough L&D and the provision of MHTR Lot 3 - Hertfordshire L&D and the provision of MHTRLot 4 – A single Regional RECONNECT Service |

4 | Service 4 : SARC Talking Therapies SARC Talking TherapiesThe overall objective of the service is to reduce the mental distress experienced by survivors because of sexual assault or abuse, and to positively impact their mental health and wellbeing. This will be achieved by providing rapid access to short-term psychological interventions to support male and female adults and children. The access criteria for this service is those who have attended the SARC from the immediate aftermath to 12 months of a sexual offence, whether the incident is subject to criminal justice proceedings or not. |
