Description
Please Note this notice completes a process that commenced prior to 1st January 2024 under PCR and NHS Procurement, Patient Choice & Competition Regulations. The current services are provided by Local Care Direct CIC (LCD) across West Yorkshire. The service comprises of Out of Hours Primary Medical Services; operation of 2 Urgent Treatment Centres within Leeds; and associated services. The current contract ends on 31 March 2024. This notice is to advise the intention to directly award a contract to LCD to continue the provision of service by way of a 24-month contract. The extension is to allow the Commissioners to review and remodel the service specification that will complement the delivery and integration of urgent care service currently commissioned and in order to clearly articulate future requirements in the light of changes to commissioning infrastructure and delivery of extended and enhanced access to primary medical services.
Total Quantity or Scope
WYUC provides primary medical care services to the West Yorkshire population during the ‘out of hours’ period primarily from 18:30 to 8am, weekdays and 24 hours on weekends and Bank Holidays. Service delivery components include provision of Primary Care Centres; home visiting; cover for practice protected learning time; urgent pathology test results; urgent prescriptions; operation of Urgent Treatment Centres (Leeds only); emergency department streaming; and provision of clinical assessment and telephone triage capacity. The service is provided to the following ‘places’ in West Yorkshire: Kirklees; Calderdale; Bradford & Airedale; and Leeds.

Legal Justification
The 24-month contract is to allow the Commissioners to review and remodel the service specification that will complement the delivery and integration of urgent care service currently commissioned and in order to clearly articulate future requirements in the light of changes to commissioning infrastructure and delivery of extended and enhanced access to primary medical services. Commissioners are confident that an award of a new contract to a single provider without advertisement is justified and are satisfied that at this point in time the overall contract is capable of being provided only by that provider. The Commissioner’s guiding principles being: • the requirement to commission services from those providers that are most capable of securing the needs of health care service users and improving the quality and efficiency of services, and that provide the best value for money in doing so. • the requirement to consider appropriate means of improving NHS health care services. The Commissioner is undertaking a detailed review of the provision of these services in its local area to understand how those services can be improved and, as part of that review, identified that the most capable provider of those services at this point in time and for the foreseeable future is the current provider. The review has included an assessment to determine past and current performance, capability and capacity for the provider to deliver the future requirements of the contract. In the context of the review undertaken and ongoing into what needs to change, the Commissioner has been able to identify with reasonable certainty that it is the incumbent provider that is capable of providing the contract (or that is capable of developing the capacity/infrastructure to do so) and to determine the incumbent provider is most capable of securing the needs of health care service users and of improving services, and represent best value for money for the 24-month contract period required from 1st April 2024.
