Essex County Council’s (the Council) current Facilities Management Contract ends on the 30th September 2026 with no further option to extend. Therefore, the Council has started on our journey of discovery, regarding how the Facilities Management provision could evolve and innovate beyond this date and would like to engage with the Facilities Management Industry as part of this approach. Total Quantity or Scope
Contract Title: Market Engagement for Facilities Management Services Description: Essex County Council (ECC) TFM contract is expiring in September 2026. The approximate value is £37m p.a., £22m of which is capital expenditure. Before launching the formal procurement process for the replacement solution, we are conducting early market engagement (EME) to gather insights from potential suppliers. Our current contract contains the following services: - Soft FM Services: Including cleaning, waste management, catering, and security services. - Hard FM Services: Covering maintenance, repairs, and technical support for building systems. - Property Management Services: Managing leases, acquisition and disposal, property advice and consultancy. - Multi-Function Print Devices: Procurement, installation, and maintenance of office printers. - Programme and Project Management: Coordination of small works projects (between £10k and £0.75m) - Utility Management: Trade Advice, Energy procurement, Payment of invoices and provision of a central billing service, Management information surrounding usage ECC plans to hold a series of market engagement events covering all of the above areas. Purpose of Market Engagement: The purpose of this market engagement event is to: - Understand supplier capabilities and innovative solutions. - Refine our requirements based on market feedback. - Encourage competition and ensure a diverse pool of suppliers.
