Description

This is a call off from the Council's 18-023 Flexible Purchasing System: 16+ Accommodation and Support. To secure a service provider with the capability and capacity to deliver a young people service (16-25) via the16+ Accommodation and Support Flexible Purchasing System (FPS) which sits within Children and Young People Services. The service will encompass and deliver the five main elements of the Service Pathway including: • Emergency accommodation with on-site support. • Accommodation-based support with on-site support (Core Supported Housing). • Dispersed accommodation with floating support (semi supported housing). • Transitional Landlord Service (if available, or an increase in dispersed properties with floating support). • Floating Support for young people in their own home. The Service is to provide a minimum of four emergency beds, 12 self-contained accommodation units with on-site support, 12 dispersed properties that will have floating support and 7 transitional landlord properties across the borough. It should be noted that if the 7 transitional landlord properties cannot be provided, the Service will provide additional dispersed properties across the borough with floating support. The accommodation and properties will have been sourced and managed by the service provider and will have one or two bedrooms. It is expected that the whole service offer, from entry to exit will be for six months with the ability to repeat via a partnership decision, up to a maximum of 24 months, including all elements within the service pathway. Should the young person need to remain in the service longer than six months, there will be regular and formal reviews (every six months) throughout the period to ensure that the young person is accessing the most appropriate service. The service will focus on young people's individual needs, goals, and aspirations that will enable them to sustain their tenancy and avoid eviction and homelessness successfully. The young person will be put at the centre of the service, allowing them to achieve and develop skills to reach their full potential, be resilient and live independently.
