Total Quantity or Scope
An integrated health care service to include: • GP and primary care service inclusive of dentistry, optometry, podiatry, physiotherapy, sexual and public health services and other therapeutic services. • Fully inclusive mental health services both primary and secondary care services. • Fully integrated substance misuse service NHS England commissioners are intending to award a contract to an existing provider following a Direct Award process C. The lifetime value of the contract is £21,861,609. The services are required to be provided from 01/04/2024 to 31/03/2027.

Legal Justification

For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to NHS England by 20 March 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Written representations should be sent to sarah.groves4@nhs.net The decision to award this contract was made by NHS England Midlands region. There were no Conflicts of Interest. The key criteria that NHS England commissioners used in the decision making process and the importance to delivery of the service was; Quality and innovation - All services need to be of high quality and innovation is needed to maintain services at the highest level. The Provider has systems to identify mistakes and learn from them, Patient feedback is sought and acted on, staff are trained and supported, staffing levels are within regional averages and there has been innovation within the current service which will continue Value - The provider demonstrated value for money. The contract value was benchmarked against similar contracts. Integration, collaboration and service sustainability - providers need to be able to integrate and collaborate with the healthcare provider and the secure estate operator. The service needs to demonstrate sustainability. The provider works collaboratively with the prison operator, other services / agencies. Improving access, reducing health inequalities and facilitating choice - This was considered of high importance due to the patient population and demographics. The access times for a basket of services are within national targets or regional averages. The provider has and will continue to undertake activities to improve access to services. Social Value - The provider has demonstrated an understanding of Social Value requirements going and commissioners were satisfied this will continue in the new contract.
