Description

As part of the Scottish Government's Whole Family Wellbeing Fund, North Lanarkshire Council (NLC) intend to establish a single supplier contract to provide a service for early help and take a preventative approach to providing support to families across North Lanarkshire who need it.

Total Quantity or Scope

As part of the Scottish Government's Whole Family Wellbeing Fund, NLC intend to establish a single supplier contract to provide a service for early help and take a preventative approach to providing support to families across North Lanarkshire who need it. As a minimum the service must include -The ability to start providing support upon contract award, with a feasible plan to expand rapidly and offer equitable service across North Lanarkshire. -Visibility & presence in community Hubs as part of a partnership approach to delivering services. As an example, this could involve scheduled time in hubs as part of a wider rota system for a day or few hours each time with other Hub partners, community drop ins, community consultation or support run directly from the hub as part of family support. There is an expectation that there will be a level of visibility across each of the 14 Hubs by 2026. -Partnership working with other agencies to ensure that families can access the right support at the right time. -Accessible early help and prevention support to whole families (not specialist or therapeutic- such as counselling). -Direct support that can be available 7 days, including evenings and weekends. Support should be responsive to need. -Opportunities for volunteering and access to peer mentors. -A range of means of accessing the service, including self-referral, telephone and online as a minimum. Pathways can be developed with other partners. -A sustainable delivery model and an innovative approach to partnership and funding. There are no restrictions when using external funding to enhance delivery. -Compliance with equalities legislation and a commitment to equality and diversity, including support for those with complex needs. -Ongoing consultation and coproduction that influences service design, delivery and development (Service responsive to need). -A range of methods to actively seek the views of children, young people and families within the wider community and use this for service design and delivery. -A communications and marketing strategy with active promotion. -Skilled and adaptable staff who can work with a variety of age groups using a range of interventions suited to an early intervention and prevention approach. -A range of programmes to support direct service user engagement, including individual and whole family work. -The Provider shall ensure that its staff are committed to the aims and objectives of an individual Service or collective of Services and are motivated to meet both them and the requirements of Whole Family Support in North Lanarkshire. -The Provider will ensure that all staff and volunteers confirm to all safeguarding children and child protection legislation, national policy and procedures and local child protection procedures. -The Provider will ensure that all frontline practitioners have the relevant level, for their role, of training and ensure that all individuals are subject to a valid PVG. -The Provider will ensure that all staff are trained in and demonstrate a trauma informed approach to practice. -The Provider must be able to demonstrate that through their Service provision interventions are early and effective, preventing escalation where possible and maximising outcomes for individuals and families. -Evaluation & evidence-based tool for measuring outcomes. .
