Total Quantity or Scope
Procurement of 13 TimeTech model TIM-10139 dual-channel Satellite Time Transfer and Ranging Equipment (SATRE) modems. Two-way satellite time and frequency transfer (TWSTFT) is one of the primary methods to compare national time scales and to provide clock measurements to the BIPM for use in the generation of the international time scale UTC. It is performed between pairs of labs that simultaneously exchange coded signals containing time stamps. The TimeTech SATRE modem is the standard item of equipment that generates the transmitted TWSTFT signals and measures the received signals, and it is in use in all timing institutes in Europe and the USA that operate TWSTFT equipment.

Legal Justification
To meet the requirement to participate in TWSTFT with other NMIs, NPL must operate the same type of modem. TimeTech SATRE modems were previously procured for a bespoke NPL project. Additional SATRE modems are required for the same project. Purchasing the additional SATRE modems from a different supplier would result in significant differences in both the hardware configuration and the operational software between different parts of the project. This would result in non-compliance to the requirement for the design of the project to be the same as far as practical.
