Legal Justification
The decision to issue this VEAT Notice arises from the Contracting Authority's observation of a consistent lack of competition in previous tender exercises for landscape maintenance services. Despite efforts to attract multiple bids, the number of participating suppliers has been limited, leading to concerns regarding the competitiveness and cost-effectiveness of the tender process.

As this was a Public to Public award under the PCS Regs the contract was negotiated directly with the Local Authority and therefore no award criteria other than the specification of works and cost were considered (SC Ref:761636)
