Description

To provide a range of test based on the kits that are made up as needed in the various combinations of blood, urine and swabs. The service will provide Kit Fulfilment and Postal Service (per order) and then diagnostic testing combinations depending on the returned samples.

Total Quantity or Scope

Provision of self-sampling sexually transmitted infection testing for Chlamydia, Gonorrhoea, HIV, Syphilis, Hepatitis B and Hepatitis C across all Health Board areas; including a testing modality which enables users to order a test kit from a virtual service (via a website), collect their own samples, return test samples to a laboratory, and be notified of their results by short message service (SMS) or telephone.

Legal Justification

The contract with HSL Pathology LLP ended on 31st March 2024. A 10 week extension period has been sought to allow sufficient time to undertake a compliant procurement exercise. The governance arrangements required cannot be undertaken is such a short period of time therefore this no opportunity to make a compliant direct award for this interim period. For the reasons outlines above and to ensure continuity of patient care, the Trust has no option but to enter in to an interim agreement without any formal underpinning Framework Agreement.
