Description
In line with the National Dementia Strategy, this service is focused on the quality of care for people living with dementia and their families through work on diagnosis. The Service provides 1 to 1 support for people at an earlier stage of dementia. Delivery of Dementia PDS is currently subject to a Scottish Government Local Delivery Plan (LDP), standard to monitor post diagnostic support delivery - People newly diagnosed with dementia will be offered a minimum of one year's post-diagnostic support, coordinated by a named link worker. The service delivery and implementation to meet the standard is delegated to Health and Social Care Partnerships.

The procurement falls within the category of contracts covered by Regulation 74 of The Public Contracts (Scotland) Regulations 2015 and is being awarded in accordance with the process set out in Regulation 33, in particular Regulation 33 (1) section (b) where the works, supplied or services can be supplied only by a particular economic operator for any of the following reasons – (ii)competition is absent for technical reasons; there is a limited supply market.

Other Information
The Provider confirmed that they pay staff that are involved in the delivery of services under this contract, at least the real living wage. It is a mandatory requirement of this Contract that a prompt payment clause is present in all Contracts used in the delivery of the requirements. This ensures payment of sub-contractors at all stages of the supply chain within 30 days and includes an obligation to provide a point of contact for sub-contractors to refer to in the case of payment difficulties. This will require active monitoring of payment performance as well as the provision of evidence and reports to the Council on request or as contractually scheduled. (SC Ref:764675)
