Description
Transport for London (TfL) currently manages more than 650 bus routes in London. Each bus route is operated by a Bus Operator and is contracted by TfL based on a Schedule. However, there are times due to incidents on the transport network that diversions have to be put in place. For this Transport for London (TfL) uses Notice of Events. It is important that information regarding those diversions are easily entered into a system, transferred to third parties and customers in an understandable format and can be ingested into downstream systems. This project intends to deliver a system that will enable TfL users to document bus disruptions digitally on a map rather than in free text. The primary objective is to share this diversion path with passengers to support journey planning. The secondary objective is improved efficiency of internal processes for example the creation of publicity and officially informing bus operators. The new solution is intended for use by operational users who spend limited time in an office environment. Consequently, the system needs to be self-explanatory and intuitive. Previous projects have failed to deliver a solution due to a lack of emphasis on usability resulting in rejection from end users as they were overly complex. The emphasis of the new solution is therefore on usability at the core. Currently, there are more than 1,300 planned Bus disruptions each month that require a Notice of Event (NoE) and the solution should allow TfL staff to document bus disruptions with mapped diversion path data that can be shared with downstream systems (including customer facing Journey planning apps).

The Purpose of the Market Sounding Questionnaire (MSQ) is to discover if it is possible to solve the problems previously faced and how to best describe them for the future procurement . End User acceptance is also an overriding concern for this project, and TfL will use the 1 2 1 engagement sessions to gain more insight into how the supplier solutions meet the requirements as set out in this PIN and the accompanying Market Brochure. This Prior Information Notice is issued solely for the purpose of conducting a market engagement exercise and does not constitute any commitment by TfL to undertake any public procurement exercise in the future. TfL will manage the early market engagement process in an open and transparent manner to maximise the possible benefits. Direct or indirect canvassing of any Transport for London employee or agent by any supplier concerning this requirement, or any attempt to procure information from any TfL employee or agent concerning this PIN outside of the formal process described in this document may result in the disqualification of the supplier from consideration of any future procurement activity. TfL will not enter into a contract based solely on the responses to this PIN and no information contained in this document or in any communication made between TfL and any supplier in connection with this shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this PIN.
