Description

Southampton City Council has taken the lead for the purposes of tendering this opportunity. This procurement is a tender for a Children's Residential Care Services Framework- Consortium Commissioning. Local authorities across the Southern Region of England have come together to commission children's residential care using a framework agreement, in order to fulfil their statutory duty to provide high-quality residential care to looked after children within their authority. Commissioning as a consortium of authorities allows us to meaningfully engage with the market whilst enabling us to achieve efficiencies in the purchasing and development of services and advocating better care on behalf of children and young people.

Lot Division

1 Planned Residential Care and Same Day Residential Care

Children and young people requiring planned and / or same day residential care and accommodation only, who are normally resident within the Local Authorities as included in the Local Authorities across the Southern Region Specification (LASR).

2 Crisis Care

Children and young people requiring Crisis placements consisting of residential care at short notice for a relatively short duration, who are normally resident within the Local Authorities as included in the Local Authorities across the Southern Region Specification (LASR).

3 Residential Care with DFE Regulated Education

Children and young people who require a residential placement with Department for Education (DfE) regulated education, who are normally resident within the Local Authorities as included in the Local Authorities across the Southern Region Specification (LASR).

4 Residential Parenting Assessments

Parents and their Children requiring a placement for the purposes of conducting an assessment of parenting capacity, who are normally resident within the Local Authorities as included in the Local Authorities across the Southern Region Specification (LASR).

5 Therapeutic Residential Care

Children and young people requiring a therapeutic residential placement, who are normally resident within the Local Authorities as included in the Local Authorities across the Southern Region Specification (LASR).

6 Children with Disabilities

Children and young people with disabilities requiring planned and/ or same day residential care and accommodation only, who are normally resident within the Local Authorities as included in the Local Authorities across the Southern Region Specification (LASR).

The framework duration has optional extensions of two periods of 2 years, making a potential total contract duration of 8 years. The option for other Local Authorities to join the consortium is available. The framework will remain open for new or improved applications to join, but the evaluation of the bids after the framework commencement date will be quarterly.
