Description

Norfolk Fire and Rescue Services wished to let a multi-lot, multi-provider framework agreement for the provision of Fire Protection Training.

Lot Division

1 Level 3 introduction to fire safety

A course that delivers the foundations of fire safety in line with the SFJ Awards Level 3 Introductory Certificate in Fire Safety (Fire Auditors). Based on existing units taken from the SFJ Awards Level 3 Certificate in Fire Safety (Fire Auditors). The qualification will provide staff with the knowledge to carry out fire audits for simple premises.

2 Level 3 certificate in fire safety

A course that delivers a deeper foundation of fire safety in line with the SFJ Awards Level 3 certificate in Fire Safety. It will prepare candidates to understand the fire safety arrangements in simple premises. The Level 3 Certificate in Fire Safety (Fire Auditors) qualification is aimed at those who are new to working in a fire safety role and wish to build their knowledge and gain recognition of their competence.

3 Level 4 certificate in fire safety

This will prepare candidates to understand the fire safety arrangements in complex and licensed premises. The Level 4 Certificate in Fire Safety (Fire Auditors) is aimed at more experienced fire safety officers who are looking to develop their knowledge and skills for more complex premises and environments, with specific reference to fire auditors. It will fulfil the units required for the qualification of Level 4 Certificate in Fire Safety as set out by Skills for Justice.

4 Level 4 Diploma in fire safety

This course will prepare candidates in assessing building regulations consultations with regard to the fire safety arrangements. As well as considering fire safety in buildings under construction. It will also cover the different levels of enforcement. It will fulfil the units required for the qualification of Level 4 Diploma in Fire Safety as set out by Skills for Justice.

5 Level 5 Diploma in fire engineering

The Diploma in Fire Engineering Design is a Level 5 qualification aimed at building control officers, approved inspectors, fire engineers, fire safety auditors, inspectors, fire risk assessors, managers, surveyors, architects and fire safety professionals so that they can work towards achieving Fire Engineering Technician status.The course must cover the 10 mandatory units as set out by Skills for Justice.

6 Sprinkler design/assessment course

To enable individuals to design Category 1 residential sprinkler systems. 7 Fire safety in sports grounds

To enable delegates to review safety measures at sports grounds. Considering• Legislation and working with enforcement agencies• Crowd behaviour, safety and control• Sports Grounds• Disability access• Sporting events• Music events at sports grounds

8 BB100 fire safety in schools

Provide delegates with a knowledge of Building Bulleting 100: Design for fire safety in schools. Considering • BB 100: Design for fire safety in schools• Fire Risk Analysis Tool• Cost Benefit Analysis Tool• Technical Bulletin 221: Sprinkler Protection of Schools• BS EN 12845 and LPC Sprinkler Rules

9 Fire safety in heritage buildings

To enable delegates to identify alternative solutions for historical buildings so that they achieve compliance with fire safety legislation. Considering;• Legislation• Risk to historical buildings• Assessing risks• Fire prevention and protection, including management, detection and suppression• Alternative solutions• Compartmentation• Protection provided by traditional materials and construction• Damage limitation• Emergency Planning

10 Fire safety in BASIS

A course that will cover the requirements of the BASIS stores inspection scheme in particular the arrangements relating to fire safety where the BASIS regulations are applied for fertilizer or pesticide. This could be for planning applications and building regulations consultations or buildings in use.

11 Petroleum regulations

Deliver an accredited level 5 fire investigation course. The course should cover:• Basic fire science, combustion, fire behaviour, toxicology of fire debris and electricity as a cause of fire.• Roles and responsibilities of the different agencies that may be involved in a fire investigation.• Consider health and safety at a fire investigation.• Identify and analyse post-fire indicators that may be present at a fire scene in order to determine origin and cause of fire.• Identify the effects of an explosion at a fire scene.• Identify the signs of arson.• Use observational skills to identify items recovered from the debris, and to recreate the fire scene to identify points of origin.• Prepare and deliver a presentation on a fire investigation and the findings.
