Description

TfL wishes to invite potential suppliers to help shape how it might define, procure and contract for a Tunnels Control and Monitoring System (TCMS). The Tunnels Control and Monitoring System is a software-based Traffic Management System. This system is vital to TfL's performance of its authority duties and obligations, particularly with regard to the safety and operability of 12 existing road tunnels on the Transport for London Road Network and an additional one being added from 2025. It monitors and controls the safety systems in the tunnels and the associated London Traffic Control Systems (LTRACS) on approximately 90km of approach roads. TfL are seeking to explore different options for the procurement, delivery and ongoing operation of the TCMS including where enhancements to functionality and increased efficiencies may be possible.

Response or non-response of the MSQ will not preclude or disadvantage/advantage any involvement in any potential future procurement activity. This Notice is issued solely for the purpose of conducting a market engagement exercise and does not constitute any commitment by TfL to undertake any public procurement exercise in the future. TfL will not enter into a contract based solely on the responses to this Notice and no information contained in this document or in any communication made between TfL and any interested party in connection with this shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered. TfL is under no obligation to follow up this market engagement exercise in any way or with any interested parties.
