Description

DESZNZ is procuring a contractor to monitor atmospheric greenhouse gas concentrations for all the principal gases reported in the UK greenhouse gas emissions inventory. The data will provide independent verification of the inventory. The contractor will monitor, at a minimum, the gases listed in the UNFCCC guidelines for reporting under the Paris Agreement, and in addition, CFCs and hydrogen. They will use the data to infer Northern Hemisphere background concentrations and UK emissions; geographical distributions; and where possible, disaggregation of emissions by source sector. The supplier will implement an iterative, continuous programme of improvements, and will work towards annual UK emissions estimates for hydrogen. The contractor will compare trends in the data to what is reported in the UK inventory and use the data to identify areas for improvement in the inventory.

Total Quantity or Scope

The outputs from the programme will be: Atmospheric gas concentration data, covering (as a minimum) the gases covered in UNFCCC guidelines for reporting under the Paris Agreement (these are CO2, CH4, N2O, PFCs, HFCs, NF3, and SF6), molecular hydrogen (H2), and CFCs. Modelling of the data to infer UK emissions and their geographical distribution, on temporal scales that are comparable to, or better than, those reported in Annex 6 of the UK’s National Inventory Report. Analysis comparing absolute values and trends in this data to what is reported in the inventory, and analysis of the drivers behind discrepancies between verification and inventory data. Implementation of an iterative, continuous programme of improvements, including working to incorporate new data sources for the sectoral apportionment of methane. Scoping of, and work towards, producing an annual UK emissions estimate for hydrogen. Note the budget does not include funds earmarked for the purchase of measurement equipment.
