Description
This is a VEAT Notice of WM5G's intention to award a contract. The Agreement will be to support the scoping, design and delivery of digital solutions into the health and care systems. This is a short term agreement required to work alongside ICB organisations to their tight financial planning timelines of data required in August / September as well as ongoing iterations throughout the remainder of the FY to be prepared for the new budget / FY. This will require experience of working alongside clinical teams, finance teams and having supported business cases getting approved within NHS budgets. WM5G intends to award a short term contract to deliver the immediate need and allow for a longer term requirement to be scoped and developed to align to the next phase of the services.
Total Quantity or Scope
WM5G intend to award this contract that will support the delivery of a wider programme. The particular phase is a short term requirement (8 months) and requires a unique set of skills and experiences to deliver. This element of the project is subject to complex regulatory requirements and WM5G reasonably believes that project variations outside of WM5G control and which could not have reasonably been foreseen (Regulation32(2 (C)). Note: Contracts associated to the wider opportunity will be tendered in accordance with Public Procurement Regulations.

Legal Justification
The services can be provided only by a particular contractor due to reasons of extreme urgency. In any case the value of this Find a Tender procurement falls outside the relevant threshold for public service contracts. This VEAT notice is alerting the market of WM5G's intention to award a contract via a sole source procedure and not via a competitive tender. WM5G intends to award a contract for the above once a 30 day period has ended. The 30 day period will commence from the publication of this notice. A formal 10 day standstill period is included in the 30 Day period.
