Prior information notice - Pre-Tender Market Engagement - Community Based Early Intervention Services for Adults and Family Members / Carers / People affected by Substance Use This contract will be awarded on behalf of the Public Health Agency (PHA) in Northern Ireland. It will be for the provision of a Community Based Early Intervention Services for Adults (aged 18+ years) and Family Members / Carers / People affected by Substance Use in the five Health and Social Care Trust (HSCT) areas across Northern Ireland. Adult Step 2 Services are defined as services for adults who are identified as having problematic substance use. Services cover early interventions, treatment and relapse prevention support. The tendered service addresses two distinct population groups; Individuals using substances (aged 18+ years); and People affected by the substance use of others (aged 18+ years). Service Providers are required to deliver Step 2 structured community based early intervention and support service to individuals with problematic substance use and people affected by the substance use of others, including where appropriate; Promotion of psychoeducational materials and delivery of brief advice and support, Extended Brief Interventions and Psychotherapeutic Interventions. Brief advice and structured support will also be provided to family members / carers / People affected by the substance use of others regardless of whether the individual with substance use issues is accessing treatment for their substance use as part of the Step 2 service. The purpose of this Prior Information Notice (PIN) is to raise awareness of an upcoming procurement and gauge the level of interest in the provision of such services. It is also to make potential Providers aware of, in advance of the publication of the tender, the key service requirements and the introduction of Northern Ireland Procurement Policy Notes (PPN) relating to Social Value (PPN 01/21) and Human Rights (PPN 05/21) that will be included in any future Tender.

This PIN is intended to inform the market that the Public Health Agency (PHA) are proposing to tender for a Community Based Early Intervention Services for Adults and Family Members / Carers / People affected by Substance Use, and therefore, wish to carry out pre-tender market engagement with interested providers. In the interests of transparency and equal treatment this paper-based approach is being used i.e. publication of a Market Engagement Briefing Paper and Questionnaire. The Market Engagement Briefing Paper and Appendix 1 – Market Engagement Questionnaire, will be available on eTendersNI (https://etendersni.gov.uk) under Resource ID/CfT number: 5437322. Please ensure you are registered with eTendersNI under Common Procurement Vocabulary (CPV) Code ‘85000000 Health and social work services’. Interested providers MUST submit their response to Appendix 1 - Market Engagement Questionnaire, via eTendersNI messaging service for Resource ID/CfT number: 5437322 no later than 15:00 on Monday 19th August 2024. It is envisaged that this tender will be advertised in Quarter 4 of 2024. Any interest shown in the pre-tender market engagement does not constitute a commitment to participate in a procurement exercise. Failure to show interest does not restrict providers from participating in any future procurement exercise.
