Adam Smith International (ASI), acting as management agent (MA) of the Public Finance Resource Centre (PFRC) is pleased to announce the launch of a procurement process for the Unlocking Change: Strengthening Albania's Tax Administration (UC-SATA) programme. Interested suppliers are hereby invited to express their interest in bidding for this opportunity. The Public Finance Resource Centre (PFRC) was established as part of the Centre of Expertise for Public Finance (CEPF) to help partner countries access technical expertise as part of the UK government's broader offer to developing countries. The PFRC is intended to mobilise flexible technical assistance more quickly than is currently possible, responding to clear demand for such support from partner countries. The PFRC is managed by Adam Smith International acting as the PFRC Management Agent (MA). Medium and long-term interventions under the PFRC will, under normal circumstances, be delivered by suppliers selected through a competitive procurement process. The Unlocking Change: Strengthening Albania's Tax Administration (UC-SATA) project is funded by the British Embassy Tirana (BET). It will begin in late 2024 and the contract will end on 31st March 2026. The primary beneficiary of this contract will be the Government of Albania (GoA). UC-SATA aims to support the GoA in optimizing sustainable and equitable revenue generation by strengthening the capacity of key public institutions, and particularly the General Directorate of Taxation (GDT) within the Ministry of Finance. Through these efforts, the UK will strengthen its partnership with Albania, supporting its journey towards stability, prosperity, and integration into the European framework. The project objectives align with the Government of Albania's (GoA) priority of increasing state revenue by reducing economic informality, enhancing public financial management, and promoting economic reforms. The project aims to provide technical assistance to build the capacity of the GDT to strengthen informed decision-making on tax policy and procedure. This includes the effective use of data to understand the tax landscape, assess the economic impact of existing and potential future taxes, manage compliance risks, and enhance the GoA's ability to promote public understanding of the benefits of taxation to foster stronger commitment to tax compliance.
