Description

Worcestershire County Council has commissioned an integrated drug and alcohol specialist treatment and recovery service for adults and young people living in Worcestershire. Worcestershire County Council have followed Direct Award Process C for the award of the Worcestershire Drug & Alcohol Service contract.This process has been undertaken in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 and the Council's Constitution and Standing Orders.

Total Quantity or Scope

The main purposes of the service are to: - Prevent deaths and harm to people who are drug or alcohol dependent. - Reduce unmet need (rate and number, all drug types). - Support people to overcome substance dependence: complete their treatment successfully and be substance-free or sustain a reduction in use. - Support people to improve their physical and mental health and wellbeing. In accordance with the Health Care Services (Provider Selection Regime) Regulations 2023, Worcestershire County Council's intends to apply Direct Award Process C to award the Worcestershire Drug & Alcohol Service Contract to its existing provider, Cranstoun Services Limited. The duration of the contract will be 6 years from 01 April 2025 to 31 March 2031 and will have an approximate lifetime value of £22,736,880.00.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 02 October 2024. Written representations should be sent to procurement@worcestershire.gov.uk. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. A Record of Officer Executive Decision was published on 14 February 2024, to approve the exploration of Direct Award Process C in relation to Worcestershire's Drug & Alcohol service. This was approved by the Director of Public Health. Decision Making for the approval of Direct Award (Process C) in relation to Worcestershire's Drug & Alcohol Service is directed by WCC's Commercial Governance Board. Board Members include WCC's Chief Executive Officer, Chief Financial Officer, Head of Commercial, Principal Contracts Solicitor and relevant Directorate Senior Officers (e.g. Director of Public Health). Final approval was gained by the Commercial Board on 11 September 2024. WCC manages potential conflicts of interest by recording declarations of Senior Officers at the beginning of the Commercial Governance Board. Commissioners involved in designing the service are also asked to declare any known conflicts of interest before participating in re-commissioning activity or making any recommendations. No conflicts of interest were identified among individuals involved in making the decision in relation to this service. The key criteria was considered and weighted as follows: Quality and innovation - 20% Value - 20% Integration, collaboration and service sustainability - 20% Improving access, reducing health inequalities and facilitating choice - 30% Social Value - 10% The relative importance of each of the key criteria was established by starting from an equal spread and, upon examination of the descriptors, it was agreed that emphasis needed to be placed upon the National/Local requirements (OHID, Dame Carole Black) to ensure delivery of continued improvement. Thus improving access, reducing health inequalities and facilitating choice was awarded 30% of the available weighting and social value was awarded 10%, with remaining criteria being deemed of equal importance. Whilst social value holds the lowest weighting, it remains of vital importance in demonstrating and achieving social, economic and environmental impact. Significant social value can be gained, and is already gained, from a contract of this size and nature. WCC was satisfied with the performance of Cranstoun Services Limited against the key criteria in relation to the existing contract. WCC was also satisfied that future performance would meet the requirements of the key criteria. A Service Provider Assessment was completed, documenting performance against the key criteria, as well as assessing against basic selection criteria to ensure the Service Provider had the economic and technical ability to perform the contract.
