Description

The Authority, led by Public Health has commissioned an integrated Public Health Nursing Service. The Public Health Nursing Service includes the delivery of the full Healthy Child Programme including universal health and development reviews, health visiting, intensive home visiting, infant feeding support, additional or targeted support, additional support working within multi-agency teams, safeguarding activity and school nursing. The Authority has followed Direct Award Process C for the award of the Public Health Nursing Service for Children, Young People aged 0-19 and their Families. This process has been undertaken in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 and the Council's Constitution and Standing Orders.

Total Quantity or Scope

Worcestershire County Council, led by Public Health has commissioned an integrated Public Health Nursing Service. The Public Health Nursing Service will focus on the delivery of the Healthy Child Programme and will provide effective prevention and early interventions either as a single service or jointly with other services working within the wider early help system. The Service will work proactively with other services, agencies and the VCS to coordinate and deliver packages of holistic care for children, young people and their families. All interventions delivered will be evidence based and clinically led by appropriately qualified staff. In accordance with the Health Care Services (Provider Selection Regime) Regulations 2023, Worcestershire County Council intends to apply Direct Award Process C to award the Worcestershire Public Health Nursing Contract to its existing provider, Herefordshire and Worcestershire Health and Care NHS Trust. The service will commence 1 April 2025 and end 31 March 2030. The contract is for a 5-year term with an optional +1 +1 extension. The approximate lifetime value of the contract is £56,620,099 (7 years)

The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by midnight 6 November 2024. Written representations should be sent to procurement@worcestershire.gov.uk This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Decision Making for the approval of Direct Award (Process C) in relation to Worcestershire's Public Health Nursing Services for Children, Young People aged 0-19 and their Families is directed by the Authority's Commercial Governance Board. Board members include the Authority's Chief Executive Officer, Chief Financial Officer, Head of Commercial, Principal Contracts Solicitor and relevant Directorate Senior Officers (including Director of Public Health). This went to the Authority's Cabinet for approval on 26 September 2024. Final approval was gained by the Commercial Board on 23 October 2024. The Authority manages potential conflicts of interest by recording declarations of Senior Officers at the start of each Commercial Board meeting. Commissioners involved in designing the service are also asked to declare any known conflicts of interest before participating in re-commissioning activity or making any recommendations. No conflicts of interest were identified among individuals involved in making the decision in relation to this service. The Key Criteria was weighted with priority given to access and tackling inequalities in outcomes. It was weighted as follows: - Quality and innovation - 20% - Value - 20% - Integration, collaboration and service sustainability - 20% - Improving access, reducing health inequalities and facilitating choice - 30% - Social Value - 10% The Authority was satisfied with the performance of the Herefordshire & Worcestershire Health and Care Trust against the key criteria in relation to the existing contract. The Authority was also satisfied that future performance will meet the requirements of the key criteria. A Service Provider Assessment was completed, this documented performance against the key criteria, as well as assessing against basic selection criteria to ensure that the Health & Care Trust had the economic and technical ability to perform the contract.
