Description

The purpose of this Prior Information Notice (PIN) is to inform the market of a potential opportunity to participate in a construction and estate maintenance related professional services framework to support various building and civil engineering projects as part of the Business As Usual (BAU) requirements at the Science and Technology Facilities Council (STFC). The STFC intends to engage with potential providers through a Preliminary Market Engagement (PME) event and subsequent PME activities. The publication of this early engagement opportunity is a voluntary publication and does not represent a commitment by the STFC to initiate, run or complete a full procurement competition in relation to a contract for the services described. The STFC is a world-leading research and innovation organisation, with a unique role within UKRI. UKRI is a non-departmental public body sponsored by the Department for Science, Innovation and Technology (DSIT). The STFC is responsible for hosting and operating many of the UK’s largest multi-disciplinary research facilities which are essential to delivering UKRI’s collective ambitions. STFC are looking to establish a construction-related professional services framework to serve the Business As Usual (BAU) requirements at some of the major facilities listed below - STFC Harwell Campus, Oxfordshire The Cosener's House, Abingdon, Oxfordshire Chilbolton Observatory, Stockbridge The following professional services capabilities are likely to be part of the framework requirements: Quantity surveying Cost management/ Cost modelling Project management Engineering services, for example civil, structural, electrical Planning support and advice Technical design Environmental and sustainability services Feasibility study Architectural and design services The exact Lotting strategy is expected to be finalised after the completion of this market engagement exercise.

Lot Division

1 Project and Programme Management

2 Cost Management / Quantity Surveying

General cost management, quantity surveying services. Cost management during pre-con​, Discharge duties for valuation and cost management in construction​. Whole life costing. Life cycle costing. 3 Lead Designer BSA PD & CDM PD

General Architectual design services. Early advise for projects. Assist to embed STFC design standard and derogation process. 7 Sustainability and Carbon

Specialist advice for sustainable construction. Services include whole life carbon assessment, carbon tracking.The Supplier engagement sessions are to assist in the final Lot structures, which will be fully detailed in the future tender documentation.

UKRI will be holding two Supplier Engagement Sessions at the Rutherford Appleton Laboratory site on the following dates: 05 December 2024 and 09 December 2024. The sessions will last no more than 3 hours and a maximum of two attendees from each supplier organisation to register for the sessions (start time to be approx 10am, and will be confirmed). Suppliers will have the opportunity to confirm which Engagement Session they will be able to attend (the same information shall be presented on each day).
