Description

Club Drug Clinic service is for people who have begun to experience problems with their use of recreational drugs. It offers advice to all affected and support to reduce the risk of physical and mental harm caused to users. The service focuses on supporting residents in Westminster with their recreational drug use of substances such as Methamphetamine, Ketamine, Mephedrone, Nitrous Oxide and MDMA.

Club Drug Clinic service is for people who have begun to experience problems with their use of recreational drugs. It offers advice to all affected and support to reduce the risk of physical and mental harm caused to users. The service focuses on supporting residents in Westminster with their recreational drug use of substances such as Methamphetamine, Ketamine, Mephedrone, Nitrous Oxide and MDMA. The Council is intending to award this contract to an existing provider following Direct Award Process C. The lifetime value of the contract is £670,000.00 The contract start date is 1st April 2024 and will end on 31st March 2028

Legal Justification

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 31st March 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Written representations should be sent to - buyingteam@westminster.gov.uk The decision makers were the Head of Public Health, and the Bi-Borough Executive Director of Adults Social Care and Health. There were no declared conflicts or potential conflicts of interest of individuals making the decision. The key criteria was reviewed against contract management data to assess if the provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard. WCC were satisfied with assessment.
