Description

It is the Council’s intention to introduce a MaaS (Mobility as a Service) scheme in the Ebbsfleet Garden City area including Dartford and Gravesham town centres with an ambition to launch winter 2022. The Council is exploring the potential for an Electric car club supplier to add further transport options in the area and to engage and join the MaaS Consortium as preferred car club supplier and help inform the MaaS Outline Business Case.

Total Quantity or Scope

It is the Council’s intention to introduce a MaaS (Mobility as a Service) scheme in the Ebbsfleet Garden City area including Dartford and Gravesham town centres with an ambition to launch winter 2022. The Council is exploring the potential for an Electric car club supplier to add further transport options in the area and to engage and join the MaaS Consortium as preferred car club supplier and help inform the MaaS Outline Business Case. We wish to engage with the Electric car club market to draw on supplier knowledge and expertise and bring in a new transport layer to the area. KCC is leading Kent’s MaaS Consortium and we believe that creating the MaaS Consortium and MaaS Ecosystem of lots of transport providers gives electric car club providers a new opportunity to enter the Kent market without KCC procuring car club providers services. KCC will be the owner of the new MaaS technology and owner of the MaaS data. As we aim to scale up MaaS to Kent and Medway this gives electric car club providers many other opportunities to establish electric car clubs in Kent over the following years. There may be opportunities for Developer S106 funded car clubs and Ebbsfleet Development Corporation funded car clubs in the area too. We would appreciate your feedback on this idea in the market engagement questionnaire. At this stage we would welcome discussion about electric car club suppliers entering the MaaS Ebbsfleet geographical area of Dartford, Gravesham and Ebbsfleet Garden City to provide multiple car club hubs for the public in the MaaS area without procurement from KCC as KCC are creating an amazing opportunity for car club providers by orchestrating the introduction of MaaS to Kent. We are looking for interested providers to supply, install and maintain Electric car clubs in the MaaS Ebbsfleet area with their own investment. Please refer to the Electric car club market engagement pack for further information about the MaaS Ebbsfleet Project and the MaaS Consortium. Members of the MaaS Consortium would need to agree to a MaaS Code of Conduct agreeing to the MaaS principles of shared zero emission transport. The MaaS network must aim to meet objectives that are environmentally responsible, people-centered socially inclusive and therefore only zero emission car club vehicles are requested in the MaaS zone. The car club provider would need to agree in principle to share their data through open API’s (Application Programming Interface) to integrate into the MaaS App and back office platform once KCC has procured. Ideally the car club vehicles will provide 1 way as well as 2 way car club vehicle provision and potential integration with any existing car clubs on the MaaS app in the area. The aim is for the MaaS scheme to be built with Fastrack Bus Rapid Transit scheme and trains at its heart with additional shared zero emission transport modes. We see Fastrack as a testbed for innovation and new technology and as such is an ideal strategic location to test MaaS in Kent. Fastrack has operated successfully since 2006 and is a key element of the substantial developments being constructed in Ebbsfleet Garden City. The developments are designed to be served by sustainable transport modes and, without Fastrack, it is forecast that there would be significant additional traffic congestion and air pollution on the local road network. Fastrack is therefore vital in increasing the modal share to public transport from private cars. If after the first year of operation is successful in Ebbsfleet, KCC envisaged that there may be potential to roll out MaaS across Kent during 2023 to 2025 therefore offering further opportunities for electric car club providers as part of the MaaS Consortium across Kent in time.
