Description
East Sussex County Council (‘ESCC’) is acting as lead authority for a new framework to provide community interpreting services, enabling public sector bodies to meet their commitment to delivering accessible services to the communities of East and West Sussex (the ‘Framework’). ESCC works in partnership with Surrey County Council (‘SCC’) through the Orbis Partnership, and it is envisaged that Surrey County Council, amongst other organisations, may access the Framework.

Legal Justification
The Covid-19 situation is so new and has so little additional information around it, that the consequences are not something we could or should have predicted. Back in April, we were still working on the assumption that we would be tendering for this service as normal however, as time progressed and the impact of Covid-19 became more apparent, emergency procedures were put in place which had to be managed by some staff members, taking them away from their regular day to day activities. The impact on certain peoples’ roles was not foreseen when we first had discussion with the service around re-procurement.
