Description
Manufacture and fitment of new left and right tail planes for the Battle of Britain Memorial Flight’s (BBMF) Lancaster B1 aircraft together with other Depth maintenance activity including Minor Maintenance.
Total Quantity or Scope
Research, design and manufacture of jigs tooling; manufacture of left right tailplanes incl. all necessary fixtures fittings in accordance with approved drawings; testing certification; fitment to Lancaster PA474 of the left right tailplanes including functional testing at the Contractor’s premises to ensure compliance with the Military Aviation Authority Regulations including Mil Pt 145; provision of a full documentation suite including Design Approved Organisation Scheme company approval for any changes or concessions to the original tailplane design. The Contractor will also be required to undertake a Lancaster Minor Maintenance and other specialist Out of Phase maintenance tasks in accordance with MOD approved data. The contract has an estimated duration of 3 (three) years commencing in Dec 2018 although the principal manufacture, fitment and testing will be required to be completed in time for the aircraft to be operational for the 2021 Memorial Flight season.

Legal Justification
It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 32(2)(b)(ii) and 32(2)(c) Directive 2014/24/EU (Regulation 32 (2)(b)(ii) and Regulation 32 (2)(c) of the UK Public Contracts Regulations 2015). The contract may only be awarded to the Contractor due to technical reasons and for reasons of extreme urgency including the need to utilise specific know-how, tools, processes, infrastructure and the expertise of suitably qualified specialised personnel, which only the Contractor has at its disposal and the fact that the Contractor is the only supplier who holds the necessary MAOS (Maintenance Approved Organisation Scheme) accreditation for the Lancaster B1 aircraft required by the Authority to satisfy its obligations under the relevant Military Aviation Authority Regulations. To accredit any other provider would take a minimum of 18 months and thus not meet the Authority’s required programme timetable.
