Description

Public Health England (PHE) and Supply Chain Coordination Limited (SCCL) wish to procure a stockpile of products to be distributed for future vaccines in relation to the COVID-19 Vaccination Programme.

Total Quantity or Scope

The procurement for Combined Syringes and Needles is for the administration of future pandemic vaccine candidates that are not yet available, but form part of the UK's overall vaccine programme. These products will be distributed by Public Health England. The Supplier(s) awarded to this Contract will be required to deliver the required volume of the awarded products as stated within the tender documents to prescribed Movianto UK (or other nominated) Depots on or before 1st June 2021, 1st July 2021, 1st December 2021 and potentially a fourth date in or around early 2022. It is anticipated that the following volumes will be required: Product volume requirement for general population is 174,240,000 eaches (58,080,000 x3 deliveries) Product volume requirement for morbidly obese (longer needle) is 5,760,000 eaches (1,920,000 x3 deliveries). Potential general population requirement is 82,280,000 eaches. Potential requirement for morbidly obese (longer needle) is 2,720,000 eaches.

The purpose of this notice is to draw attention to a procurement that NHS Supply Chain intends to commence during the subsequent 3 months. The invitation to tender will be the subject of a separate notice and it is that notice to which potential suppliers will need to respond at the appropriate time. Due to the nature of this procurement activity for the COVID-19 Vaccination Programme and the delivery schedule requirements, the following certification will be a requirement of the upcoming tender exercise. Applicants will therefore be required to provide evidence, as part of their tender submission, that they hold (in-date) the following certifications: - It will be a requirement of the tender process for all Applicants to hold (in-date) ISO9001:2015 accredited by the United Kingdom Accreditation Service (or equivalent) to cover all segments of the Applicant’s and the product’s supply chain. This should include, but not be limited to, manufacturing, storage and distribution. If such certificates are not in the name of the Applicant then the Applicant must supply a copy of agreements setting out the authority and responsibilities of all parties in the supply chain. - Public Liability Insurance of £5m per claim in the name of the Applicant - Product Liability Insurance in the name of the Applicant of £5m per claim or £5m per claim and in the annual aggregate - Declaration of Conformity and CE Certification to demonstrate compliance to Medical Devices Directive 93/42/EEC or Medical Device Regulation 2017/745 (where applicable). NHS Supply Chain intends to enter into arrangements under which it will be entitled to purchase supplies and/or services which it will make available for purchase by 1) any NHS Trust; 2) any other NHS entity; 3) any government department, agency or other statutory body and/or 4) any private sector entity active in the UK healthcare sector. Only NHS Supply Chain can order under the Contract.
