Description

HealthTrust Europe are seeking to establish a framework agreement for the supply and rental of medical gases, cylinders, associated consumables and devices. The agreement will be split into three (3) lots: Lot 1: Medical Gases, Cylinders, Associated Consumables and Services; Lot 2: Nitric Oxide, Cylinders, Monitoring and Delivery Devices; Lot 3: Mini Competition. In addition to the above, the successful tenderer will be expected to provide services associated to each lot, including training, maintenance and repair. Suppliers should express interest to the lots they wish to participate in within the quality envelope, where a supplier has not confirmed they would be requested to clarify/be omitted.

Lot Division

1 Medical Gases, Cylinders, Associated Consumables and Services
  • Value: £20M

This lot is for the supply and rental of medical gases, cylinders, associated consumables and services. Medical gases are medicinal products under the Medicines Act 1968. Tenderers will be required to supply cylinders containing a variety of medical gases and have the capability to offer participating authorities collection and refill services. Gases include but are not limited to: — medical oxygen, — medical nitrous oxide, — medical nitrogen, — medical air, — medical carbon dioxide, — medical helium, — medical argon, — other specialty gases. For further information please refer to the specification ‘Lot 1 — Medical Gases, Cylinders, Associated Consumables and Devices’. Terms and conditions/activity based income (ABI) The terms and conditions of this framework agreement and any resulting call-off contract is appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE. Submission of expressions of interest and procurement information This exercise will be conducted on the HTE Bravo portal. 2 Nitric Oxide, Cylinders, Monitoring and Delivery Devices

This lot 2 will consider the complete system to deliver nitric oxide therapy that includes nitric oxide in cylinders, monitoring devices, associated equipment, consumables and any delivery devices used in the transfer and/or transportation of patients. This lot will be for provision of supply and rental of nitric oxide cylinders, suppliers should have the capability to offer participating authorities collection and gas refill services. This includes but is not limited to: — nitric oxide — cylinders in various sizes — flow meters/regulators/monitoring devices — devices for use in transfer of patients; — associated consumables and equipment. 3 Mini Competition
  • Value: £5M

Lot 3 of the agreement will be where one or more participating authorities will aggregate their spend to commit in advance to purchase from lots 1 and 2. Banding within lot 3 will request successful tenderer(s) from lot 1 and/or 2 to submit discounted pricing against the respective spend thresholds. All tenderers awarded on to lots 1 and/or 2 will be automatically awarded on to lot 3 if they confirm interest during their submission. Renewal Options

The framework agreement resulting from this procurement process will remain in force for an initial period of two (2) years and subject to approval by HealthTrust Europe may be extended for up to a twenty-four (24) month period thereafter. Other Information

HTE is a central purchasing body who is able to carry out this tender exercise by virtue of its appointment as an agent of UHCW. Notwithstanding HTE’s relationship with UHCW, it is HTE conducting this tender exercise and will execute the resultant framework agreement with successful bidders.
