Description
Provision of prepaid card accounts to be made available for use by all contracting authorities throughout all administrative regions of the UK as defined by the Public Contracts Regulations 2015 including but not limited to government departments and their agencies, non-departmental public bodies, central government, NHS bodies, local authorities, emergency services, coastguard emergency services, educational establishments, registered social landlords and registered charities who have a need to purchase the above services. Contractors are listed in ranked order and call-off can be made via direct call-off or further mini-competition. The basis for award of specific streams of work(s) is via direct award to the first ranked contractor where the the full requirements of the contracting authority are met. Where it is not possible to determine the award via the direct award route above, then the contracting authorities shall undertake a mini competition involving all awarded contractors.

Legal Justification
Due to the current Covid-19 pandemic, NEPO believes that the first condition set out in Regulation 72(1) (c) Public Contracts Regulations 2015 has been fulfilled in respect of the Framework Agreement. NEPO took the decision to extend the existing framework agreement for a potential twelve (12) month period, an initial period of three (3) months under PPN 01/20 (Previous Modification Notice 2020/S 163-397608) was agreed in March 2020. NEPO have now taken the decision to extend the existing framework agreement for the remaining nine (9) months under PPN 01/20. This is to enable NEPO resource to be diverted to procuring urgent requirements to deal with Covid-19 consequences and to relieve pressure on the supply chain while short staffed, to enable businesses to continue to deliver services and goods to customers. NEPO intends to deliver replacement framework agreements as quickly as possible after the Covid-19 impact.
Other Information
NEPO is a Central Purchasing Body as defined in the Public Contract Regulations 2015 (PCR15). The agreement will be available for use by all NEPO Members. A list of NEPO members is available in the About section of the NEPO website: www.nepo.org This agreement will also be made available to all current and future NEPO Associate members. Current associate members are listed on the NEPO website at: www.nepo.org/associate-membership/list NEPO intends to make the resulting agreement available for use by all contracting authorities throughout all administrative regions of the UK.
