Legal Justification
The Council considers the current Covid-19 epidemic and national emergency to be an event which could not have been foreseen. A decision was therefore reached by the Council that it is appropriate to extend the current contract for an additional 12 months until 31 October 2021, a period of time the Council considers to be reasonable in the circumstances to enable continued service delivery during this national emergency and the completion of a procurement process thereafter.
