Other Information

Section II.2.1 — Total quantity or scope. The value range set out in this section is an estimate and indicative only. Section III.2.2 — Economic and financial capacity. Instead of setting minimum levels of turnover for candidates to satisfy in order to pre-qualify, the University will be using the unique Construction-line notation formula which has been developed over a period of years by key buyers, industry leaders and government bodies. The formula looks at a supplier's financial standing for successfully delivering contracts to a certain value. The notation is calculated as the lowest of 3 calculations that bring together the last reported annual turnover, net assets and the highest value project referenced in the PQQ (details of how the calculation is made are set out in the MOI). For those candidates who are registered with Construction-line, their existing notation value for the building general category will be used for evaluation purposes. For those candidates who are not Construction-line registered the notation formula will be applied to the information provided within the PQQ. In order for candidates to pass the financial section of the PQQ they must have a notation value as described in Section 5.4.3 of the PQQ MOI. The Construction-line notation value is bespoke for each of the 4 lots within the framework and has been set at the upper limit of each specific lot. Section II.3 — Duration of the contract or time limit for completion The dates set out in section II.3 and above are indicative only and subject to change. Other additional information. In-Tend: candidates will be required to register with www.intendhost.co.uk/universityofmanchester to take part in the tender process. Once registered, candidates must download the relevant PQQ, complete and then upload documents. Registration details along with the PQQs can also be accessed through the Procurement Office website at www.campus.manchester.ac.uk/procurement. The University will be using Constructionline in the pre-qualification process. If however a candidate is not registered with Constructionline they will be instead asked to provide the relevant information in their pre-qualification questionnaire. Right to Cancel: The University reserves the right to discontinue the procurement process at any time, which shall include the right not to award a contract, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award the contract in part, or to call for new tenders should it consider this necessary. Transparency: The University is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR) and may be required to disclose information received in the course of this procurement under FOIA or the EIR. Costs: The University shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this notice, or in the negotiation,completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed. Times/dates: All dates, time periods and values specified in this notice are provisional and the University reserves the right to change these.
