Description
Accountant in Bankruptcy (AiB) is an Executive Agency of the Scottish Government (SG) with responsibility for administering the process of personal bankruptcy and Trust Deeds, administering the Debt Arrangement Scheme (DAS) and recording corporate insolvencies in Scotland. The Agency operates independently and impartially whilst remaining directly accountable to Scottish Ministers. AiB operates three separate IT systems to manage its range of products. These are web portals where all stakeholders have access to the systems which are controlled by AiB. BASYS is used to manage bankruptcy cases including those administered by Private Trustees, the AiB as Trustee and Providers acting on AiB’s behalf. Protected Trust Deeds (PTDs) are administered by Trustees using ASTRA whilst DAS cases are managed through the eDEN system. The eDEN system is used by approved money advisers, creditors, payments distributors and AiB staff. AiB have a requirement for further development of their IT systems. This contract was originally awarded as a call off under the Scottish Government (SG) collaborative framework for ICT Services - Digital and Technology Services (DATS) SP-14-007.

Indicators
- Contract modified due to unforeseen circumstances.
Legal Justification
The on-set of the ongoing COVID-19 pandemic has created unprecedented uncertainty in relation to the work undertaken by AiB. Throughout 2020 various AiB IT system changes had to be made at short notice to accommodate emergency legislation amendments in relation to COVID-19. This has impacted the capacity of AiB to fully establish the IT development requirements going forward and retender the contract at this time. This modification will ensure continuity of essential system development and allow AiB to complete the procurement process and transition to a new contract.
