Description

The Kent County Council (KCC) wishes to engage with the market regarding the capacity for the future provision of waste transfer services for household waste collected by Folkestone & Hythe District Council (FHDC), including the reception, bulking and haulage of this waste. Information relating to potential solutions is ideally sought from interested parties who have existing infrastructure already in place to deliver waste transfer services in this area, but KCC would also consider opportunities where land is available or can be acquired for such provision. For the avoidance of doubt, where there is land/build opportunity, a contract for the operation of waste transfer services (including haulage) could be arranged/procured separately by KCC. Organisations that may be able to deliver these services on behalf of KCC, either in full or in part, are invited to complete a ‘Market Engagement Questionnaire’ and send their response to Hayley.Peacock@kent.gov.uk by 12:00 (midday) on Friday 23 July 2021. Responses to this questionnaire will be used to inform KCC’s strategy for commissioning these services; KCC may contact organisations directly to discuss/clarify their response to this questionnaire where necessary for this purpose. Total Quantity or Scope

The required site should be situated within the administrative boundary of FHDC, although KCC may consider sites which are within a reasonable proximity of the administrative boundary of FHDC. This is so it is practicable for fully laden Refuse Collection Vehicles to complete their rounds and tip waste at the site on-time. The site should be easily accessible by the primary and the secondary highway road network. Ideally a site approximately 2.5 hectares is required, with a layout/design that offers an efficient waste disposal service. The required waste transfer site must be fully Permitted (i.e. Planning Approval, Environmental Permit, etc.) or the site must be suitable in terms of land use planning and meet environmental permitting requirements, as well as having the capacity to transfer at least 35,000t pa over a variety of waste streams which require segregation and onward haulage to end destinations*, including, but not limited to: • Residual Waste, c. 18,300t pa to be hauled to Allington EfW Facility (ME16 0LE); • Bulky Waste (including fly-tip and beach arisings), c. 400t pa to be hauled to Ridham Dock (ME9 8SR); • Highways Mechanical Arisings (HMA), c. 850t pa to be hauled to Richborough Hall (CT13 9NW); • DMR (Glass, Cans and Plastics), c. 5,200 pa to be hauled to Veolia MRF (RM13 9YB); • Mixed Paper & Card, c. 3,300t pa; • Food Waste, c. 3,500t pa to be hauled to Blaise Farm AD Plant (ME19 4PN). *Note: End destinations may be subject to change. The site should also ideally have the capacity and potential to: • receive and bulk other household waste streams collected at local Household Waste Recycling Centres (HWRCs) in Folkestone and New Romney (e.g. wood, metal, etc.); and • provide ad hoc and/or emergency continuity services for receiving and transferring waste collected by neighbouring Waste Collection Authorities (e.g. Ashford Borough Council, etc.).
