Legal Justification
Negotiated procedure without prior publication (OJEU) — Regulation 32(2)(b)(iii) The supplier had already developed a version of the inoculation intervention — titled Bad News Game — sufficiently similar to our requirement that we sought to make use of this IP, which represented value for money but created an absence of competition. We are commissioning an updated version which addresses the need arising from the pandemic and associated infodemic.
