GLA is conducting a Markey Engagement exercise seeking Early input from the market. The aims of the questionnaire are to: • Obtain input on the design of these services; • Understand the capacity and capability of the market to deliver these services; • Gather feedback on perceived risks and opportunities relating to the procurement. Rough sleeping is the most severe and visible form of homelessness. The Mayor is committed to ensuring there is an immediate and sustainable route off the streets for everyone sleeping rough in London. Since he came to office in 2016, the Mayor’s Life Off the Streets programme has helped more than 12,000 people to leave the streets for good. The commissioning of City Hall’s rough sleeping services is underpinned by the Rough Sleeping Commissioning Framework. Guided by this, a decision has been made to procure two contracts, to commence on 1st April 2023. These are for: Lot 1: Rapid Response Outreach Team Lot 2: Specialist service for non-UK nationals Further Information . Lot 1: This is an outreach service which focusses on rapidly responding to StreetLink referrals for people sleeping rough to provide them with support as swiftly as possible. The service undertakes on-street assessment with those people it meets and wherever possible, seeks to find an immediate route off the street for that person on the night. Where immediate accommodation isn’t successful, referrals are passed to the local team responsible for outreach in that borough. It is a pan-London service which currently operates in 25 boroughs. . Lot 2: The specialist service for non-UK nationals supports non-UK nationals sleeping rough to access services to help them leave the streets. This may include, for example, access to immigration advice by registered advisors and access to services in the UK and their country of origin. The service also includes accommodation as part of its provision. Duration of each service including possible extension (these can change in future) . Lot 1: 5 years (3 + 1 + 1) . Lot 2: 5 years (3 + 1 + 1) Expected value of each project . Lot 1: £5,750,000 (£1,150,000 per year) . Lot 2: £2,995,000 (£599,000 per year) Major expenditure expected in these projects . Lot 1: Staffing (rough sleeping outreach workers) and transport .
