The NWUPC has a requirement to establish a framework agreement for the supply of Electrical Materials and Associated Products and Services. NWUPC is managing this procurement process in accordance with the Public Contracts Regulations 2015 (the "Regulations") on behalf of members of NWUPC, NEUPC, HEPCW, SUPC, LUPC and CPC.

Legal Justification
NWUPC have a requirement to extend the current agreement due to reductions in tendering capacity which were unforeseeable. Best efforts were taken to manage said reduction in capacity to deliver this tender in line with existing timescales but, despite diligent efforts to retain and increase capacity, this was not achievable. The agreement has been extended with the same scope and on the same terms and conditions. There is ample expenditure remaining in the originally advertised value of this agreement which was £65,000,000, with current spend through the agreement standing at just under £30million. This was due to a reduction in spend as a result of the Covid-19 pandemic. The retender process has commenced for this agreement and it is anticipated that the tender will be published early March.
