Description

Supply of Mains Gas, Electricity and related services primarily under a flexible, risk managed, portfolio approach that maximises the benefit of aggregation. Requirement to provide a variety of services and data provision to the Authority and its Members in all aspects of energy from trading (covering short, medium and long term energy risk management options including energy from renewable sources via direct and indirect arrangements), delivery, invoicing, administration and analytics in support of accurate use, measurement and Member initiatives in reducing carbon. The Authority is seeking a single supplier for each lot with which it will enter into a Framework Agreement commencing on 1st October 2024 for a period of two years with an option for a further extension of up to 24 months.

1 Flexible Mains Gas

The successful tenderers will enter into a Framework Agreement with TEC and, pursuant to the terms of the Framework Agreement, within the parameters of the Framework Agreement, the / successful tenderer is expected to develop new and innovative solutions, and ensure the competitive nature of the supplies and services provided. The Framework Agreement will specify the supplies and services that can accessed by the TEC’s existing members and future members. Existing TEC members can be found here: https://www.tec.ac.uk/our-members/ It is also expected that the Framework Agreement will be accessed by Members (full and associate) of the following UK Higher and Further Education purchasing consortia

2 Flexible Electricity (HH/NHH/UMS)

The successful tenderers will enter into a Framework Agreement with the Authority and, pursuant to the terms of the Framework Agreement, will subsequently contract with the Authority’s Members as identified in the Contract Notice. The successful tenderer(s) shall contract directly with the Authority’s Member for the provision of energy. Provision of goods, works and services in addition to the provision of electricity and gas supplies are also likely to be required. Within the parameters of the Framework Agreement, the successful tenderer is expected to provide direct access to a wide range of trading/procurement options covering short, medium and long term energy risk management options including energy from renewable sources via direct and indirect arrangements, FSA Regulated Advisors, trading platforms through to robust billing systems, administration, options on all elements of non -commodity charging, data and reporting to both Authority and Member. In supporting Member needs to reduce fossil fuel consumption this procurement should also support development of new and innovative solutions that support carbon reduction, management and evidence as well as analysis through Automatic Meter Reading and potential software solutions. Consultation, advice, training and guides from conception to implementation in support of carbon reduction on Member assets in support of decarbonisation commitments will also form part of this requirement.
