Description

Norfolk County Council’s major construction works framework expired on 30th September 2023. The Council has ongoing requirements for building/construction work and we therefore wish to establish a replacement framework to help meet these needs.

Lot Division

1 Construction Projects £500,000 to £4,500,000

Lot 1 will be for medium size projects, refurbishments, remodelling extensions, demolitions and new builds. Works under Lot 1 will have a value of between £500,000 and £4,500,000. A maximum of seven Contractors will be appointed to Lot 1.

2 Construction Projects from £4,500,000

Lot 2 will be for large often complex projects, a mix of projects for refurbishments, remodelling and new build. Works under Lot 2 will have a value starting from £4,500,001. A maximum of five Contractors will be appointed to Lot 2.

3 MMC Construction Projects up to £2,500,000

Lot 3 will be for small to medium size new build projects that utilise modern methods of construction (2D offsite) and will be procured on a design and build basis following the accompanying DFE baseline ER’s. Works under Lot 3 will have a maximum value of £2,500,000. Framework Contractors will be expected offer a full turnkey solution working with the Council’s Design Service Contractors, NPS Property Consultants Ltd (referred to as the Agents). A maximum of eight Contractors will be appointed to Lot 3.

Other Information

The dates given in Section II.2.7 above represent the full duration of the framework. The initial framework term will be 36 months. The Council may, subject to agreement from all parties, extend the framework by a further 12 months. The maximum framework duration will be 48 months. This procurement will be managed electronically via the Council`s e-procurement system.
