Description

This project is for the procurement of an Abnormal Loads Notification Processing System. When carrying an abnormal load, Hauliers are required to notify the police, highways, and bridge authorities regarding the movement of abnormal loads around the road network. The hauliers have historically notified the relevant parties using “Cascade’s Abhaulier system, “National Highway’s Esdal system” or via direct communication. These systems allow for the routes to be checked by the asset owner (or a delegated third party) to ensure the proposed route is suitable and safe to carry the abnormal load. The KCC is using a one-stage 30 day open tender to identify the most suitable supplier/service provider. Requirements and needs of the service: The contract is to include all updates, improvements and upgrades to the service throughout its duration. The service must have the capacity to process up to and in excess of 3,500 Abnormal Load notification requests per month. A full list of service requirements can be found in Schedule 2 of the "Terms and Conditions" document The KCC is looking to outsource the service to a single supplier. It is necessary to continue to outsource the service as the KCC does not have the capacity to manage it within its current structure.

Total Quantity or Scope

The Kent County Council (KCC) is looking to obtain the services of software that can process the management and checking of abnormal load notifications/movements across KCC’s publicly maintainable road network. The software must provide a fully comprehensive system that can confidently manage an average of 3200 abnormal load notifications per month (capacity for additional requests as required). The system will be providing a statutory service that is vital to protect the structural integrity of assets, typically bridges, on Kents road network. It is anticipated that the supplier will be expected to deliver the contract across a 5-year period. This will consist of a 3-year initial term with an additional 2x1-year extension option.
